Commercial Complex — 47 Villas, Al Hamra Industrial Area

Scope

Delivery of 47 modern villa units integrated within a mixed-use commercial complex, covering structure, finishes, external works and authority approvals.

The Commercial Complex at Al Hamra Industrial Area brought together 47 residential villa units and commercial floor space in a single mixed-use development in Ras Al Khaimah.

The programme is one of the delivered projects the GCLM framework draws on directly: the binding constraint through most of the build was not technical difficulty but decision latency across a wide coordination surface — client, consultants, subcontractors, suppliers and regulatory authorities, each operating on its own reporting cycle.

Challenges

Coordinating 47 repeating units alongside commercial floor plate work meant two different delivery rhythms running on one site, with clients, consultants, subcontractors, suppliers and regulatory authorities all requiring alignment at different intervals.

Approach

A single coordination cadence was imposed across all parties, with unit-level progress tracked against a repeating cycle so that variance surfaced within days rather than at monthly reporting. Authority submissions were sequenced ahead of the construction front rather than alongside it.

Results

Handed over within the planned schedule and budget, with the coordination model subsequently reused as a reference pattern for comparable mixed-use programmes.
